Aside from the American police who are not penalized for breaking the penal code... and aside from dastardly American corporations who avoid admitting wrongdoing... there is the notorious Metropolitan Transit Authority of New York City.

Tell me where the punishment is? After flagrantly disregarding their overpaid jobs, the Safety Inspectors helped the MTA hide its massive flaws by not reporting them and falsifying their reports. Despite the violations, the inspectors were not fined or fired. They were given a flimsy "slap on the wrist" warning. Nothing of severity will happen, despite the fact that this city is burgeoning with officials.
Such is life in NYC... and much of the USA.
