Commuters Freezing on the Subway Platform

     Today, the temperature fell to 16 degrees, but with wind chill, it was 10 degrees.  Thus, the typical MTA subway delays are even more intolerable.
     When a subway train fails to leave the "end of the line" on time, it backs up all the other trains waiting to reverse direction, too.  It also delays all the awaiting passengers, freezing on the platforms.  
     Thus, when the engineer (slowing carrying along his McDonalds bag) finally got his train underway, it rapidly filled up in only 3 stops.  
     So everyone else along the train route had to wait for the NEXT train(s).  Any penalty for the slow-moving engineer?  Or just "penalties" for the paying passengers...
