Something Like Yelp for New Homes

I wish that there was a "review/information website"--like Yelp--for home-buyers.  It should include:
-The last time that the local sewage system was upgraded.
-How close to capacity the roads are.
-How much strain the new buildings are putting on the infrastructure & power grid & water supply.
-The quality of the drinking water.
-The level of noise pollution (from airports, construction, public transportation, or traffic).
-The quantity of complaints against the police.
-The quality of public school cafeteria food.
-An efficiency rating of the public transportation in that area.
-The degree of roadwork being done/scheduled.
-The availability of parking.

It might coerce developers to invest in their neighborhoods and infrastructure, if they want to lure buyers.
